SOCIAL OFFICER (Technical Services Division)

Job Purpose

Under the direct supervision of the Project Manager, the Social Officer plays a critical role in project appraisal, design, and implementation. The incumbent will lead socio-economic assessments, facilitate stakeholder engagement, and provide technical guidance to ensure that projects effectively address community needs and deliver sustainable outcomes.

Key Responsibilities

  • Conduct socio-economic and social viability assessments of proposed projects
  • Engage communities and stakeholders to support participatory project design and implementation
  • Prepare high-quality appraisal and feasibility reports for internal review committees
  • Identify social risks and recommend mitigation strategies
  • Monitor project implementation and evaluate social outcomes
  • Develop Terms of Reference and manage external consultants
  • Facilitate community meetings, stakeholder consultations, and project information sessions
  • Collaborate with internal teams and external partners to support project execution
  • Maintain accurate project data and prepare timely reports

Minimum Requirements

  • Bachelor’s Degree in Development Studies, Social Work, Sociology, Psychology, Rural Development, Anthropology, Public Sector Management, or a related field
  • Minimum of two (2) years’ experience in project preparation/implementation and community development
  • Training in Research Methods, including Participatory Learning in Action (PLA)
  • Strong understanding of community development and social assessment methodologies
  • Knowledge of social safeguards, stakeholder engagement, and inclusion practices
  • Excellent analytical, report writing, and problem-solving skills
  • Strong interpersonal, facilitation, and communication skills
  • Ability to manage multiple projects and meet deadlines
  • Proficiency in Microsoft Office Suite
  • Results-oriented with strong accountability
  • High emotional intelligence and cultural sensitivity
  • Strong relationship-building and teamwork skills
  • Sound judgment and conflict resolution abilities
