National Energy Poverty Reduction Project

The passage of Hurricane Melissa has resulted in significant displacement and damage to households islandwide. Consequently, thousands of households that required house wiring to become regularized were affected. Additionally, thousands of households that have electricity now require rewiring and the Government Electrical Regulator (GER) certification process to be safely connected to the grid. Through the provision of JM$1 billion for the implementation of the National Energy Poverty Reduction Project, the Government of Jamaica, through the Ministry of Energy Transport & Telecommunications will be supporting households in the most affected parishes.

The Ministry of Energy Transport & Telecommunications has provided JM$1Billion to undertake House wiring, Remedial works for Electrification, Pole Line Expansion, Solar solutions, and Government Electrical Regulator (GER) Certification in the seven parishes that were most impacted by the passage of Hurricane Melissa in October 2025. This project will be implemented by the Jamaica Social Investment Fund (JSIF) during the period December 2025 to March 31, 2026 and will facilitate minor repairs of homes to ensure households can be certified for electricity; house wiring support to 1800 households; GER certification services for 5300 households, and the provision of selected Social Services to 3000 residents, identified through Electrification Fairs.

 

Project Objective: Re-alignment to support post-Hurricane Melissa Recovery

 

The National Energy Poverty Reduction Project will involve the following:

  1. Provision of minor building repairs to facilitate electrification
  2. Provision of Certification support to households that were damaged in the hurricane
  3. House wiring of households to access regularized electricity
  4. Support for small solar solutions for vulnerable households
  5. Support basic social services for communities requiring electrification.

Implementation Plan:

 

The National Energy Poverty Reduction Project will be executed over the next 4 months (December 2025 to March 31, 2026). It will involve a consultation and partnership with the respective Members of Parliament, to identify and select beneficiaries. A preliminary list of 14 highly affected zones in 7 parishes has been submitted. The allocation will support households identified in these zones.
