The JSIF is investing in these communities because they were pre-selected communities targeted by the Inner City Basic Services Project. The ICBSP project aims to improve access in targeted poor inner-city communities to basic services including reliable potable water, sanitation, solid waste management, road infrastructure and related community-based services demanded in target communities. Additionally, the project aims to reduce the incidence of crime and violence in targeted inner city communities. Lastly, the project aims to strengthen community capacity to develop, manage and maintain basic infrastructure in targeted communities.

Furthermore, the project is a response to the results of training needs analysis conducted within the ICBSP communities among prospective beneficiaries. The analysis also took into consideration the HEART Manpower Gap Analysis completed in 2010 which provided an insight on the need for the training of more persons in particular skill areas.

This economic infrastructure project will positively impact this area which has farming as a mainstay. In 2001, RADA reported that there are approximately 285 farm holdings in Bottom Bonnett, with approximately 180 registered farmers. The main crops include citrus, cabbage, yams, sweet potato, sweet pepper and other cash crops. The total acreage under production in Bottom Bonnett is 230 acres. RADA has projected that production is likely to increase by approximately 30% if the road is repaired. (RADA St. Catherine:2011)

Additionally, Bottom Bonnet fits JSIF’s criteria for funding being that it possesses Quintile 1 characteristics. The following information has been garnered from the SDC generated community profile along with anecdotal information:
- 70% of houses are of board, while 30% are concrete. The majority are modest 1 to 2-bedroom structures. With an average household size is 7 persons.
- Pit latrines are the only form of sanitation in the community as there is no main sewerage system for the district
- There is no community water supply. Residents utilize the river, tanks, and trucked water.
- There is no electricity. In 2000, the community was chosen for a pilot project in solar electricity. Solar panels were provided for each house, as well as one solar streetlight. While this is sufficient for basic lighting needs, refrigerators and televisions cannot be operated.
- There are no services within the community. Basic and Primary Schools are found in Top Bonnett, the Health Centre and Police Station are in Guys Hill and a Postal Agency is in Benbow. These are all within a 5km radius

Education requiring an urgent need to address the problems being posed by several schools across the island that are facing a serious health hazard based on the use of pit latrines throughout the schools. All the schools selected under this project have access to a water supply system and as such can be upgraded to flush toilet systems that can help to prevent a number of the hazards that prevail as a result of using such an archaic system.

The project is in keeping with JSIF's mandate of channeling resources to underserved communities across Jamaica. According to the PIOJ Poverty Map Troy is a Quintile 1 community with 32.91- 45.20 % of residents living below the poverty line according to the consumption based approach. According to anecdotal information received from the community and that from the SDC, the following confirms the conditions existing within the community:
The major economic activity in the community is farming; which accounts for 79% of the employed population. The major crop produced is Yam and bananas. Residents have reported that the crop has not yielded much profit in recent times due to the ongoing drought and the low prices crops have to be sold for. Access to services is average in the community. There are 3 schools a basic, primary and high school. The basic school which has requested an upgrade has a population of 93 students and the next closest school is about 6 miles away. There is a type 1 clinic in the community which provides basic health care other services are sought outside the community. There is no running water in the community; resulting in residents harvesting rainwater for domestic uses. Most of the residents use pit latrines to dispose of waste.The condition of the roads is average.
The community has evidence of strong social ties and social capital as regardless of the level of poverty and scare resources residents still pool together to assist the school through provision of food for nutrition programmes, services for cooking lunches, cleanup of the school and its environs and support of fund raising activities. This level of community spirit indicates willingness to provide community contribution as well as maintain the investment.
