Scope: The consultancy will include:
Phase 1 – Abbreviated Interim Evaluation, a utilisation-focused assessment intended to provide evidence-based insights on REDI II’s performance to date and identify practical recommendations to improve effectiveness, efficiency, and results delivery during the remaining implementation period. This phase will examine business development support, enterprise performance, sustainability readiness, and the economic and financial viability of selected MSME investments in agriculture and community-based tourism.
Phase 2 – Final evaluation will assess REDI II’s overall implementation from May 2020 to May 2027, including progress toward the Project Development Objective, Results Framework indicators, social and economic outcomes, safeguards compliance, sustainability and achievement of targets. The evaluation will support preparation of the World Bank Project Completion Report. The consultancy must be conducted in accordance with OECD-DAC Quality Standards and evaluation criteria.
