SPECIAL EDUCATION ROADMAP FOR THE BASIC NEEDS TRUST FUND

The Government of Jamaica (GOJ) has received funding from the Caribbean Development Bank (CDB) in the amount of US$8,250,000 towards the cost of the Basic Needs Trust Fund Tenth Cycle (BNTF 10). The Jamaica Social Investment Fund as the Executing Agency intends to apply part of the proceeds of this Grant to cover payments under contract for which this invitation is issued. Payments by CDB will be made only at the request of GOJ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Jamaica Social Investment Fund, the Executing Agency, now wishes to procure Consultancy Services to develop a Special Education Roadmap for the Basic Needs Trust Fund.

Objectives of the Consultancy

This consultancy will include:

  1. An evaluation/impact assessment of projects financed under the BNTF Cycles 5-9 targeted towards special education (infrastructure & capacity building), including impact, gaps, and opportunities for investment. The focus should not only be on children with physical disabilities, but also children with intellectual disabilities; those deaf/hard of hearing; blind/visually impaired and any other type of disability which affects the target group
  1. The development of a Special Education Roadmap for mainstreaming special education inclusion in BNTF project design.

The duration of the assignment is six (6) months.

Eligible countries are member countries of the CDB.

The attention of interested Consultant Firms is drawn to the Procurement Policy for Projects Financed by CDB (2019) and the Procurement Procedures for Project Financed by CDB (January 2021).

In the assessment of submissions, consideration will be given to organisational capability, general experience, specific experience, human resource availability and experience in the regions.   All information must be submitted in English. 

A Consultancy Firm will be selected using the Consultant Qualification Selection method in accordance with the procedures set out in the Caribbean Development Bank (CDB) Procurement Procedures for Project Financed CDB (2021).

Eligible Consultancy Firms are invited to submit Expressions of Interest for Consultancy Services for a Special Education Roadmap for the Basic Needs Trust Fund Cycles 5-9.

Expression of Interest must be submitted online via www.gojep.gov.jm on or before Wednesday,

May 15, 2024, at 4:00 p.m. Late Bids will be automatically rejected by the system.

The Jamaica Social Investment Fund reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
