JSIF hosted a seminar for construction contractors
interested in working on projects. The main objectives of the
seminar were to: sensitise contractors about the contracting
and supervising procedures, community participatory
mechanisms, and share experiences gathered from recent
bidding opportunities. It was anticipated that contractors who
attended this seminar would leave with a better understanding
of JSIF’s processes and procedures.
This seminar facilitated better cooperation between JSIF
and the contractors awarded JSIF contracts. Participants
were drawn from bidders who had responded to JSIF’s public
invitations to bid.

1998
JSIF requested a proposal for a JSIF Beneficiary Assessment Consultancy. The Fund promoted a people-centred approach to
community which focused on the beneficiary as the primary target group and as an essential partner in sub-project service
delivery. The purpose of the beneficiary assessment is to assist the management of JSIF in assessing the extent to which the
Fund’s stated objectives were being achieved.
The assessment formed part of a wider programme of auditing and evaluation and served to play an important role in a critical mid-
term evaluation exercise scheduled for late 1998. Based on the findings of the assessment and other audits, the management and
staff of the Fund would have been in a better position to adopt and implement the necessary strategies and set plans to improve
performance and achieve strategic objectives.
