An investment in Mount Salem Primary School is in line with the mandate of the JSIF and is also aligned to the Jamaica Vision 2030 Outcome of “World Class Education and Training” and the UN Sustainable Development Goals. Goal 4:“Quality Education” of which Achieving Universal Primary Education is a component. The school is not certified by the Early Childhood Commission because of non-compliance. The Infant Department will benefit from a new building built to ECC standards that will benefit the students and staff in addition to school aged children in Mount Salem.


The investment in the school supports the MOEYIs mandate for addressing overcrowding as well as enhancing the learning environment in schools. Mount Salem Primary is the only government school in the area that serves Mount Salem community and its environs such as Farm Heights, Rose Heights and rural St. James communities such as Cambridge.

An investment in Marlie Mount Primary & Infant School is in line with the mandate of JSIF and is also aligned to the Vision 2030 Outcome of “World Class Education and Training” and the UN Sustainable Development Goal 4 of “Quality Education” of which Achieving Universal Primary Education is a part of this goal.

The Community of Old Harbour has an estimated population of 37,772 and an educational institution enrollment percentage of 64% of school aged residents. The household head employment percentage was 67%. The most common employment category was full time employment which accounted for 48% of all employed persons. The highest rate of unemployed males and females within the community was seen in the age cohort 14-19 years accounting for 13.6% of all unemployed persons. Approximately 9.9% of Household heads within the Community had no level of education.

According to data from the PIOJ (2007), Old Harbour has one of the highest rates of growth in Jamaica. Unemployment was cited as the number 1 community priority for Old Harbour especially among the youth population (SDC, 2015)

Priory is classified as a Quintile 5 community based on the 2008 PIOJ Poverty Status. However, between 21.80-32.90% of persons are living below the poverty line. One fourth of the student population is enrolled on the PATH but there are more students in need of assitance. The school provides lunch to these needy students.

For the infant school in particular, the current structure housing the students is in breach of ECC Standards for operation (Standards #4 & #8) and is not ideal for learning.

Priory is a peri-urban community located on the north coast of the island known for it's tourism industry. The population of Priory is 5,632 (2008) and continues to grow as the area develops further. Infant schools are government operated and of such, parents prefer to send their children to these schools because they are free. Hence, the demand for more spaces at infant departments in Priory.

The JSIF/PRP is seeking to invest in this proposed project as it is in alignment with the mandate of the JSIF to improve social infrastructure and specifically through the achievement of component 1 of the PRP which is the rehabilitation/ construction of schools.

The Holy Family Infant School is registered with the Early Childhood Institution; however, the administrators have not met the requirement for certification due to non-compliance with respect to the physical condition of the facility (inadequate lighting and ventilation etc.) and the lack of an appropriate play area.

It is the JSIF/PRPs intent to assist the school in meeting basic requirements for certification, which translates into an improved learning and working environment for the students and staff.
