The Jamaican agriculture sector accounts for 5.6% of Gross Domestic Product (2009 estimated). Jamaica’s exports of agricultural produce to our principal export market, the United States of America, was approximately US$2.4 million in 2010, 10% of total agricultural exports. The project is in keeping with the objective of REDI, which is to strengthen market access for rural producers. If the farmers and exporters are not able to comply with the food safety requirements of export markets, this could signal the death of the domestic agricultural sector. The government has adopted a collaborative approach towards achieving compliance with the requirements of the FSMA. A multi-agency task force has been assembled to guide the process comprising the Bureau of Standards of Jamaica, the National Certification Body of Jamaica, the Scientific Research Council, the Jamaica National Agency for Accreditation, the Ministry of Agriculture & Fisheries, the Rural Agricultural Development Authority, the Ministry of Health, JAMPRO, the Ministry of Industry, Investment and Commerce, Food Storage and Prevention Division, the Ministry of Foreign Affairs & Foreign Trade and the private sector (represented by Grace Kennedy).
Although the project is precipitated by the promulgation of the FDA FSMA, it is nevertheless in keeping with the government's National Food Safety Policy approved by Cabinet in October 2011. The policy improves the co-ordination of six main organisations to establish a chain of command. This is an important requirement when exporting food into North America and Europe as it allows for tracing to the source of food related illnesses.

The JSIF is investing in these communities because they were pre-selected communities targeted by the Inner City Basic Services Project. The ICBSP project aims to improve access in targeted poor inner-city communities to basic services including reliable potable water, sanitation, solid waste management, road infrastructure and related community-based services demanded in target communities. Additionally, the project aims to reduce the incidence of crime and violence in targeted inner city communities. Lastly, the project aims to strengthen community capacity to develop, manage and maintain basic infrastructure in targeted communities.

Furthermore, the project is a response to the results of training needs analysis conducted within the ICBSP communities among prospective beneficiaries. The analysis also took into consideration the HEART Manpower Gap Analysis completed in 2010 which provided an insight on the need for the training of more persons in particular skill areas.
