INVITATION FOR BID The Government of Jamaica (GOJ) has received funding from the Caribbean Development Bank (CDB) in the amount of US$8,948,000 towards the cost of the Basic Needs Trust Fund Ninth Cycle (BNTF 9). The Jamaica Social Investment Fund as the implementing agency intends to apply part of the proceeds of this grant to cover payments under contracts for which this invitation is issued. Payments by CDB will be made only at the request of GOJ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The Project is being implemented by the Jamaica Social Investment Fund.  The Jamaica Social Investment Fund has contracted a Consultant who will provide design and supervision services for the Project activities. 

  1. The Jamaica Social Investment Fund, the Executing Agency, now invites sealed bids from eligible bidders for – Package 1-  Starapple Rural Farm Feeder Road Rehabilitation — Trelawny  (#073698)

 The works include but are not limited to the following: The bushing of 0.45km of roadway, the construction of the 2430m2 asphaltic concrete wearing course, 2430m2 marl base course, surface cross drainage and side drainage infrastructure to preserve . Project period is four (4) months.The bid must be accompanied by a Bid Security of Three Hundred Thousand Jamaican Dollars (J$300,000.00).Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organized in, and have their principal place of business in an eligible country and are either:

  1. more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or
  2. owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement Under Basic Needs Trust Fund Sub-Projects (2013).

Eligible countries are member countries of CDB.Eligible bidders will be required to submit the required information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.  Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents.  Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.Eligibility requirements include, but are not limited to the following:(a)        All Bidders and their named sub-contractors participating in Public Sector procurement opportunities shall include in their bid, proof of being tax compliant by including in their submission a valid Tax Compliance Certificate (TCC) or Tax Compliance Letter (TCL) and validation update from the relevant authority.  (See www.jamaicatax.gov.jm) Qualification requirements include:

  1. A demonstrable cash flow (including access to credit) of Ten Million Jamaican Dollars  

      (J$10,000,000.00) for each package

 The works include but are not limited to the following: The bushing of  1.056km of roadway, the construction of the 5702.40mm2 asphaltic concrete wearing course 5702.40m marl base course, surface cross drainage and side drainage infrastructures to preserve the road  .  The works include but are not limited to the following: The bushing of 1.6km of roadway, the construction of the 8640m2 asphaltic concrete wearing course 8640m2 marl base course, surface cross drainage and side drainage infrastructures to preserve the road  . Project period is four (4) months.Bidding Documents may be obtained by eligible bidders from the address below for a non-refundable fee of Two Thousand Five Hundred Jamaican Dollars (J$2,500.00).  Requests may be made by written application including email.  Written applications must be clearly marked: “Request for Bidding Documents for the Starapple Rural Farm Feeder Road Rehabilitation — Trelawny  (#073698) OR Common Road Rural Rehabilitation  – Trelawny (#073699) OR Springfield Road Rehabilitation  – Clarendon  (#073697)along with the name, address and contact information of the bidder for which Bidding Documents are being requested.
