Loan No. 90170The Jamaica Social Investment Fund (JSIF) was established in 1996 as a component of the Government of Jamaica’s strategy to reduce poverty.  The Fund promotes, appraises, finances and supervises social and economic infrastructure projects, including schools, roads, agro-processing, water, sanitation, health centres, community centres, homes for children and the elderly, as well as, vocational skills training, counselling, parenting, life education and organizational strengthening.The Government of Jamaica has received a loan from the World Bank towards the cost of the SECOND rural economic development intitiative (REDI II) project.  The Jamaica Social Investment Fund (JSIF) intends to apply part of the proceeds of this loan to cover payments under the following contract via Local Competitive Bidding:2. Scope of WorkThe Consultant will design the training package to include training materials, training manual and most appropriate training methodology. The training materials must be adapted to persons with varying literacy levels.3. Objective of the Project                                          The overall objective of the Consultancy is to formulate and develop an integrated training package to include a manual,  a ‘Training of Trainers’ course for the delivery of training to small farmers [less than five acres], fisher-folk, livestock farmers, poultry farmers, apiculturists, agro-processors, community based tourism entrepreneurs [craft, bed and breakfast facilities, attraction, events]. It should provide details on climate resilient approaches, disaster preparedness and risk reduction practices with special focus on climate change adaptation and mitigation. The consultant is also required to deliver a Training of Trainers course to select JSIF, RADA and TPDCo staff.4. Qualifications and ExperienceInterested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the services.  The shortlisting criteria are as follows:Candidates should meet the following:

  • Postgraduate degree in Environmental Sciences, Geography, Climate Resilience, Disaster Risk Management, or a related area.
  • Minimum of ten (10) years’ experience with the development of instructional material.
  • Minimum three (3) years proven experience in the delivery of instructional techniques.
  • At least three (3) years practical training and facilitation experience.
  • At least three (3) years practical experience working with rural communities and adult learners.
  • Experience working with persons ate varying literacy levels is REQUIRED.
  • Experience working in the Agricultural and/or Tourism sector is REQUIRED.

8. Duration of ContractThe duration of this contract is Six (6) months. 9.
