Bunker`s Hill Cultural Xperience Upgrade

  1. Background

 Loan No. 9017-JMThe Jamaica Social Investment Fund (JSIF) was established in December 1996 as a component of the Government of Jamaica’s strategy to reduce poverty. JSIF helps to build local capacity to sustain and extend development initiatives. The JSIF is an autonomous government company designed to provide investments in community-based projects island wide and is a demand-driven financial intermediary. It works in partnership with communities, the private sector, non-governmental organizations (NGOs), and donor agencies, in seeking to channel benefits to the poorest communities across the country. The Government of Jamaica has received a US$40 million loan from the World Bank towards the cost of the SECOND rural economic development intitiative (REDI II) project.  The Jamaica Social Investment Fund (JSIF) intends to apply part of the proceeds of this loan to cover payments under this contract. 2. Objectives of the Consultancy The overall objective of the consultancy is to enhance the resilience of Community Tourism and Agriculture Enterprises to the effects of the COVID-19 virus on their businesses and the economy, preserving the health and safety of visitors, farmers, purveyors, community members and individuals providing products and services. 3.   Scope of the Assignment 

  • Develop user-friendly Training Manuals customized to the Community Tourism and Agricultural environments, in keeping with the COVID-19 Ministry of Tourism’s, Ministry of Health and Wellness’ and relevant Municipalities’ Health and Safety Protocols as required.


  • Develop (a) Emergency Plan (b) Physical Distancing Plan and (c) Communications and Reporting Plan for each of the identified Community Tourism and Agricultural entities as prescribed by the COVID-19 Ministry of Tourism’s, Ministry of Health and Wellness’ and relevant Municipalities’ Health and Safety Protocols to facilitate Jamaica Tourist Board licensing and RADA approvals.  Forty (40) locations are anticipated island-wide and plans are to be developed in collaboration with Agriculture and Community Tourism Enterprises.


  • Train sixty (60) COVID-19 Safety Point Persons (SPPs) as identified by the Jamaica Social Investment Fund in consultation with RADA and Tourism Product Development Company Limited (TPDCo); thirty (30) for tourism and thirty (30) for agriculture per the COVID-19 Ministry of Tourism’s, Ministry of Health and Wellness’ and relevant Municipalities’ Health and Safety Protocols.  These SPPs will receive customized training to identify, monitor and facilitate COVID-19 safety regulations in their communities or farming areas as well as Train the Trainer facilitation to be able to empower other community members in implementing the COVID-19 Health and Safety Protocols.


  • Provide training for an additional one hundred and fifty (150) Community Tourism stakeholders and 1,200 farmers in COVID-19 Health and Safety Protocols.


  • Provide specialized Train the Trainer facilitation for two hundred (200) RADA extension officers and other RADA personnel as well as fifty (50) Tourism Product Development Company (TPDCo) trainers, regional staff and any other personnel from the Jamaica Tourist Board and Ministry of Tourism.

 4.  Qualifications and Experience  A consultancy firm /consortium with:

  • At least 5 years demonstrable experience in implementing public health solutions, systems or information  
  • At least 5 years demonstrable experience in research and the use of quantitative and qualitative data collection and analysis
  • Testimonials from completed assignments in all key areas above

 A Team Leader with at least a Post-graduate Degree in disciplines such as Public Health, Social Sciences, Sociology or equivalent.  This individual should also possess demonstrable project management experience. Key Expert 1:

  • Post-graduate Degree in Public Health, Social Sciences, Sociology or equivalent.
  • Over 5 years’ experience in designing and/or executing public health plans
  • Track record in working with persons across diverse social and educational spectrums
  • Verifiable ability in verbal and written communication

 Key Expert 2:

  • Degree in Training, Adult Education, Communications or equivalent.
  • Experience in public health education or project implementation
  • Excellent track record in working with individuals from diverse social and educational spectrums across the island
  • Verifiable ability in verbal and written communication
