
Scarlette Gillings has considerable national, regional and international experience in project management, which she honed while managing projects at the national, regional and international level. She has also conducted and published several evaluative research papers on gender and rural development.
To date, Mrs. Gillings has assisted the Government of Jamaica in mobilizing funds amounting to more than US$60 million from donors and agencies including the World Bank, the European Union, the Organization of Petroleum Exporting Countries, the Caribbean Development Bank, the Department for International Development, the Inter-American Development Bank, the Governments of the Netherlands, Japan and Jamaica.
Under her watch in 2006, the JSIF designed and implemented the US$32 million Inner City Basic Services Project (ICBSP), an innovative approach to poverty reduction. The ICBSP focuses on inner city communities by improving access in targeted communities to quality socio-economic infrastructure, including rehabilitation and construction of sanitation facilities, drainage and water supply facilities, solid waste collection, lighting and sewage, rehabilitation of public space and recreation areas, pedestrian and non-motorized transport improvement and violence and crime reduction programmes.
More recently, she was instrumental in the Fund being selected to undertake procurement activities relating to the implementation of the Caribbean Catastrophe Risk Insurance Facility (CCRIF) intended to provide CARICOM governments with an index-based insurance instrument aimed at mitigating the loss of government revenue caused by natural disasters.
Mrs. Gillings serves on several boards and committees including the Caymanas Development Company Ltd, the Partnership Advisory Board and the Nursing Advisory Board of the University of the West Indies. In addition, she is a Vice President of the Commission for Social Development (CIDES) of the Organization of American States and an Honorary and Founding Member of the Social Network of Latin America and the Caribbean (REDLAC), a mechanism which leads the fight against poverty in the region by promoting network-based capacity building through shared experiences.
In recognition of Mrs. Gillings’ tremendous contributions made in the field of social development, the Government of Jamaica in 2005 conferred on her the national award of the Order of Distinction at the rank of Commander.
